Ok, I got some more information about this and it was actually her older sister's idea, who is going to be in high school next year. So I think calling the police is unnecessary and all I have to do now is a least reason or convince them to change it so they won't get targeted by the wrong people.

I'm not sure if that's the right solution currently, because she does a friend group comprised of kids from school(I hope it's kids from school), she also says that; "it also matches with my sister." I don't want to get law enforcement involved in something that could a huge misunderstanding. The whole grooming concerns is a possibility that someone or people in her friend should be on a watch list.
I think I need more information, but I don't know how to retrieve anymore because she refuses to respond or cooperate my concerns over her.
